W-Space Systems always have ONE Wormhole (called a "static wormhole"). This wormhole is always of the same type U555, X262, whatever but it is NOT a K162!!!!
For example we live in a C5 System and we always have a wormhole (same name and all) to a C4 System.
Now, if you enter a W-Space system trough a hole that is NOT a K162 it will definately have at least TWO wormholes. The K162 on the other side of the one you just went trough and it¦s own static wormhole to wherever.
Another example: once or twice a week we have visitors coming from somewhere else. This always means we have a K162 in our system and our Static one to a C4 system. The K162 linked to all sorts so far, hi-sec, low-sec, 0.0 and w-space systems - it depend¦s on where the guy that opened the hole came from.
Spawn Theory I¦ve read this SOMEWHERE (read a lot, so don¦t ask me where) ... and from my experience this is how it works.
-> A Wormhole-Entity spawns in your System. -> You scan down the wormhole -> You warp to the wormhole -> With warping to it the actual wormhole spawns and sets up its link to a K162 - this is the same mechanic as with everything else. Exploration sites spawn when you first warp to them for example. (You can try this - after DT warp to a BM in a Site, you will land at the default-warpin. But if you instead warp to it, cancel and re-warp you land at the BM spot - because the first warp-to spawns the site and only then the BMs work).
I am pretty sure the K162 spawns the same moment you warp to the static wormhole for the first time.
So in your case i would say the Tengu pilot is correct.
The scanner warping to the hole activated it and made it possible for other people to come to your System.
We observed this several times now. Nothing happened for hours while we were busy doing stuff (weekend :) ) and after we checked out the wormhole we had visitors ... does not happen that often because most C4s we get connected to are empty (besides Sites of course).

I live in my wh alone. My space has 2 static wh's. According to your theory, nobody could come into my hole unless I've scanned, and warped to one of my statics, or we have a k162 in the system. Often times I've logged on to find that somebody else has been in my system that day, even though there is not a k162 present. It's obvious from this fact alone that k162's can be scanned and used before the other side of the hole has been found.
